Documentation needs to be updated for OVA Upload GA.

Section 13.8 no longer needs to state that "you first enable OVA appliance management in the ForkliftController custom resource", as this will be enabled by default. It still will need to be enabled for each OVA provider, but this will be done with a UI control rather than yaml editing.

If there are any locations that refer to OVA upload as tech preview they will need to be changed.
