IBM storage currently has vlan 32 endpoints for iscsi connections.

Moving forward as additional clouds attempt to access iscsci storage we want alignment on iscsi portals with appropriate vlan per cloud.

This task requires setting up additional portal ips on vlan20, including portset configuration and adding host initiators for worker interface access to IBM storage. It also requires setting up NNCP with 2 interfaces (2 IPs on vlan 20, and 1 on vlan 32) to enable connectivity to both storages for OCP worker.

Steps taken should be documented as part of MTV-4216.

Following this task an additional task should be created for automation of these steps including:

• worker: ability to gather iscsi initiator ids from workers and set up nmstate with multiple vlan config and ip for iscsi accesss, including multipath and validation ping connectivity.
• storage: provisioning of portal vlan, portset, and volume and host members/initiators on IBM side
• worker: validation on worker that volume and number of paths seen as expected.
