Newly created target projects not associated with target provider

      Description of problem:

      Creating a target project in the create plan wizard does not show the target project after submission in the dropdown to select. Even after a refresh of the wizard, the value doesn't show.

      1. Create a new target project in the create plan wizard

      New project isn't in target project dropdown

      The new project should show up in the dropdown
