Description of problem:
Create a warm migration plan to migrate VM: mtv-func.win2019_79 from ESXi host to OCP cluster, get expected warning: "Target VM name does not comply with DNS1123 RFC, will be automatically changed.", start the migration, it failed with error in Initialize phase: "Another task is already in progress."

Steps to Reproduce:
1) Create a ESXi host provider with ip address in URL and skip certificate validation
2) Create a warm migration plan: host-win2019-79 to migrate VM: mtv-func.win2019_79 from ESXi host to OCP cluster, the plan failed with error mesage: "Another task is already in progress" in Initialize phase, attached the fork-controller pod log: forklift-controller-5b96d88f94-4n8cf-main.log
Actual results:
In step2: Migration failed with error: "Another task is already in progress."
Expected results:
In step2: No error, plan executed successfully
