[Upstream] [Migration Waves] Exporting a migration wave to Jira causes all applications to go into the Error state before creating the issues

      Description of problem:

      When the user exports a migration wave with multiple associated applications, all the applications initially transition to the "error" state before eventually transitioning to either the "creating issue" or "new" state. 

      Version-Release number of selected component (if applicable): upstream

       

      How reproducible: Always

       

      Steps to Reproduce:
      1. Set up a Jira cloud instance, create two applications, a migration wave, and associate these applications to that migration wave. 
      2. Export the migration wave to the Jira instance.

      Actual results:

      All the applications initially transition to the "error" state before eventually transitioning to the "creating issue".

      Expected results:

      All applications should transition to the "creating issue" state until they're created in Jira.
