Description of problem:

Once issue MTA-696 is reproduced, the `konveyor_issues_exported_total`counter is increased twice for issues that moved from "Error" state to "New" state

Steps to Reproduce:

1. Set up a Jira cloud instance, create two applications, a migration wave, and associate these applications to that migration wave.
2. Export the migration wave to the Jira instance.
3. Within the mta-hub pod, type:

curl http://localhost:2112/metrics | grep -i konveyor_issues_exported_total

Actual results:

Exported issues that moved from "Error" state to "New" state are counted twice
