Description of problem:

 Tried importing an application using the correct csv format, but with the Tag Category and Tag which does not exist and to be created at the time of import.

As mentioned in this JIRA https://issues.redhat.com/browse/TACKLE-693 , the new Tag Category created should have a random color and Rank as 0.
The Rank is correctly mentioned as 0 when the new category is created, but the Color of the Category is missing.

Steps to Reproduce:
1. Navigate to Application Inventory page and then Import application using the attached CSV.
2. Go to the "Tag" tabs, under "Controls", and find the new tag category "MY_CAT".

Actual results:

 No random color is selected for the new tag category.

Expected results:

 Random color should be chosen.
