As an Architect I want to be able to import applications and have their Tag Types and Tags automatically created if it didn't exist previously in the Hub database.

If the Tag Type and the Tag don't exist, both will be created. If the Tag Type exists and the Tag doesn't, only the Tag will be created.

Automatically created Tag Types will have a random color and 0 as the value for the rank field.

In order to create missing Tag Type and Tag entities, the system will check for existence, normalizing the following for name matching:

• Spaces, underscores and dashes
• Trim leading and trailing spaces
• Ignore case
