Implement ability for windup addon image pull policy to be configurable

      "imagePullPolicy" default value is Always.
      Please make sure that the "windup" addon CR is controlled by the global image_pull_policy parameter in the Tackle CR

      Workaround: Edit the windup addon CR:

            The imagePullPolicy value on windup addon CR is "Always" by default (synced with the global image_pull_policy parameter)
