Request for sending data via telemetry

The goal is to collect metrics about all ephemeral hotplug volumes that are currently used in production. This is because the CNV-Storage team is rolling out a new feature (DeclarativeHotplugs) that impacts the use of ephemeral hotplugs. We want to get a sense of which customers could be impacted before making this new feature on by default. }}

kubevirt_vmi_ephemeral_hotplug_volume_total represents The total number of ephemeral hotplug volumes, it is a 1d Counter. The cardinality of the metric is at most 1.
