Enabling the DeclarativeHotplug feature gate in kubevirt removes support for ephemeral hotplug volumes (they will be immediately unplugged). Since this could be a disruptive change in production environments we want to understand how common it is in practice. Add code to CNV and backport as far back as is reasonable (at least to 4.18) that identifies this situation so that is will be reported via telemetry. Produce a report/dashboard that can show this information so that we can use it to plan the rollout of this feature gate to everyone.
