Migrate OpenShift State Metrics collectors to Kube State Metrics in a way that there are no overall user-facing changes in the metrics we end up generating as compared to the ones we have now.

A POC for the routes CR was tested out using the configuration attached here, which was the initiation point for this story, and also gave us an idea of the scope of tasks under this story that we'd be dealing with.
