Add console redirect for Prometheus alert backlinks

Since the prometheus route no longer allows access to the prometheus UI, we add the console route as backlinks to alerts. This happens via the `externalURL` setting. Since prometheus adds a path and query component to the URL, the console needs an appropriate redirect route.
