Add a mechanism for support engineers/customers to flush Prometheus WAL manually and thus not lose any data when Prometheus is getting OOMKilled after and upgrade.

Have an init container reading the Pod status in search of an OOM kill report and flushing the WAL if that's the case. The users would be able to rollout the statefulset to manually re-execute the flushing mechanism.
