Use Cases:

• We can deploy RHOBS with all tenants in the AppSRE stack
• External users (RH / open source: Potential Tenants, ACM, IBM) can install Observatorium on their own

Acceptance Criteria:

• We have defined unified packaging/installation that: Observatorium Maintainers, ACM maintainers and users are comfortable with.
• So: raw jsonnet and raw Operator for a minimal start.

Impact:

• Unify installations across Red Hat, ACM, IBM
• Productionizing Observatorium
• More approachable open source usability
