We want to move all mod_cluster projects under https://github.com/modcluster to ASL 2.0.

Identify contributors who we need to contact re relicensing from LGPL to ASL and ask for agreement. (Not all contributors need to be contacted.)
For any who we can't contact, revert and re-implement those contributions.
Update the copyright/license headers in the source file.
Update the LICENSE file, the root pom license section.
