Doc: Debug view usage

      We have a need for a singular doc that describes the usage and features available with the debug view. It should also provides a couple of examples of how to use the feature to diagnose a couple of problems.

      Some quick thoughts:

      • How do I use it to diagnose problems with DVM? (Pods not launching, target volume has run out of space, etc.)

      It's particularly important this document exists and gets into the downstream product documentation since we've worked very hard on the debug experience, people need to know about its presence and how to use it to address a primary source of feedback that MTC is difficult to debug.
