Optimize debug resource view to show currently drilled down migration

      As many migrations are run associated with a single plan, the quantity of resources spawned can become overwhelming for the UI to display.

      To address this scale problem, we'd like to default to only show the debug tree view once you've drilled down to the "Migration Details" level in the Web UI. The debug view should be filtered to only show debug resources for this the currently drilled down migration.

      Adding as a blocker because we feel that it's something that needs to be addressed before we can comfortably release 1.5.0.
