Releasing crane plugins involves some manual work, (bringing over changes from `main` branch to `crane-cli` branch), which leaves some scope of human error. Also, all the older manifests of the plugins that are not supported in recent versions are tangling in the code as of now.

• Add github actions to do sanity checks and automate the process to bring change over to `crane-cli` to reduce manual intervention
