We need to document upstream the recommended sequence of actions to successfully perform a migration using state-only transfer in conjunction with a CD system such as Argo. The intent here is to remain relatively generic. Notes from our meeting today to discuss improving this experience:

• state transfer to migrate from source to target
• use CD to scale source down on source
