Customers have reported a confusing experience around the usage of state-only transfers in conjunction with applications that are managed by a CD system such as Argo. We need to improve our experience here so that it's clear what our recommended approach is. Because it's fundamentally an application with a lifecycle that is managed by some external system, we want to address with some documentation and better messaging within MTC.
