WHAT

kafka_broker_quota_totalstorageusedbytes is one of the metrics being removed/renamed by the new quota plug-in but is essential to billing.

WHY

So that we can continue to bill customers accurately for the storage their instances consume.

HOW

Can we aggregate the new metrics to the namespace level and write that result to observatorium and thus preserve the existing name making MGDSTRM-10748 obsolete?

Guidelines

The following steps should be adhered to:
