Add new RHOAS API guide to splash page and update links to RHOSR APIs

      As a RHOSR user I want to understand how to authenticate to and use the RHOSR REST APIs.

      We need to do the following tasks:

      Add a link to the following new guide on the RHOSR docs splash page under CLI and API reference:
      https://access.redhat.com/documentation/en-us/red_hat_openshift_application_services/1/guide/2409253a-45ee-470e-bdc9-5db4bfcf9d0f
      Change the existing Splash page links to the management and core registry APIs to point to the new locations here: https://console.redhat.com/docs/api
      Change the corresponding links on the Learning Resources page in the console to point to the new locations:
      https://console.redhat.com/application-services/learning-resources
      Update the registry-rest-api attribute in all of the GitLab repos for Red Hat OpenShift Application Services to point to the new location
