WHY
In order to provide a default and up to date image when the OBO observability stack is required during local development.

WHAT
Create a default image which will be used when there is a need to use observability stack for local development. Include this as a default in the integreatly makefile. Create a Jenkins pipeline to run nightly to keep the image up to date.

HOW
       - Create an image following instructions here. This image should be pushed to this Integreatly Org Quay.io repo . 

• The URL of the image you have created can be added as a default to the integreatly (currently on obo branch) makefile.

• Implement a Jenkins pipeline that updates this image nightly, and pushes any changes to the default image url to integreatly.
