WHY
A MonitoringStack CR is needed for OBO to create Prometheus and Alertmanager for RHOAM.

WHAT
Investigate how to add a MonitoringStack CR to MTB so that Hive will create and reconcile the CR in the redhat-rhoam-operator Namespace. Once this is done, we will also need to update the "make cluster/prepare/local" target in the integreatly-operator Makefile so that it creates a MonitoringStack CR for local installations and development.

HOW
Use the MonitoringStack entry in this yaml file as a starting place. Make sure that the persistentVolumeClaim storage is set to "50Gi".
