WHAT
Follow up from MGDAPI-4706, we should be able to have hive create the CRO and 3scale namespaces to speed up the sync of the sts secrets and subsequently the sts install.
The change from MGDAPI-4706 was reverted to prevent the addon from being unusable in stage but needs to re-added for the release.
