RHOAMCSVRequirementsNotMet is firing due to duplicate csv being created for the observability-operator and one of the csv is not in a namespace that has an operator group

Investigate why we are getting the duplicate csv. 1 in 00 ns and other in operator ns.

One issue maybe that we have separate ns for operator and operand.

two possible fixes

1. The metric csv_abnormal is triggering this alert
we could use csv_successful instead which doesn't seem to give a false positive
2. track down where the duplicate csv is created and remove it.
