Design a grafana dashboard displaying data that is captured in this JIRA: 

Implement Dashboard using dummy data. We need to consider this a fleet wide view rather than a single cluster/customer view.

The Grafana used will be managed by AppSRE and will query Observatorium. To complete this task will we need to create dummy data in prometheus using a tool like below. Tool not verified. https://github.com/chanjarster/prometheus-mock-data

This dashboard will be ultimately committed to a repo managed by AppSre.
