Have a one-off script or make target in the operator repo to install all dependent manifests for the operator and subsequently deploy/run the operator for local development.

For must-gather-operator, the readme has a section https://github.com/openshift/must-gather-operator/tree/487f70e4b17b63bb1f821bf7ebe0647eeb14e225?tab=readme-ov-file#local-development but it is broken, which needs to be fixed.
