Handling 4.11 to 4.12 cluster upgrades

      With switching to new container image format for OS, we need to have a smooth upgrade plan for existing clusters earlier than 4.12 .

      Most likely we will need to backport  lastest rpm-ostree into 4.11 and ask upgrade graph to go through the 4.11 release containing that rpm-ostree.
