Teach the MCO to use new format oscontainer by default

      Currently in the MCO, the layering prototype code hard requires the new format container, and the machineconfig path uses the legacy format.

      In this, assuming we have the new format in the release image (https://issues.redhat.com/browse/ART-3883 ), change the MCO code even for machineconfig updates to use the new format version.
