      This mechanism forces administrators to make an explicit decision when upgrading to a skew-enforcement-enabled release on platforms where the MCO cannot automatically update boot images.

      The Upgradeable=False failure mode should only be implemented once https://issues.redhat.com/browse/MCO-1877
      is complete; to protect against install time failures for theses platforms. I've broken that piece off into https://issues.redhat.com/browse/MCO-1963.
