Based on discussion from https://github.com/openshift/enhancements/pull/1761 and https://github.com/openshift/api/pull/2357 

The mechanics are still up for debate, and I'll update this epic as we define as path. At the very least, this will need a feature gate, and a new API field in the MachineConfiguration object, so I've created stub cards for that purpose. This does not block boot image updates, but it would be good to develop in parallel, and use platforms with boot image updates support as guinea pigs. We should only GA skew enforcement once we've achieved opt-out boot image updates for most widely used platforms.

Now that the mechanism has been more or less finalized, I've create a few cards that we will need to implement for this feature to be officially considered functional(MVP for DevPreview).
