With the planned backport of OCL to 4.18, we'll need a blocking path within the MCO e2e test suite that must pass before a PR can be merged into the 4.18 branch. MCO-1416 previously created a `e2e-gcp-op-ocl` test suite for 4.19+ in the o/release repo, but the planned backport of the MCO-side PR for MCO-1416 requires creating a `e2e-gcp-op-ocl` test suite for 4.18 in the o/release repo.

Done when:

• An optional OCL e2e test suite (e2e-gcp-op-ocl) is defined for 4.18 in o/release
  • See o/release PR #58848 for an example of the needed work
