With OCL's planned GA in 4.19 and subsequent planned backport to 4.18, we'll need a blocking path within the MCO e2e test suite that must pass before a PR can be merged. Once the OCL e2e tests are stable, the `e2e-gcp-op-ocl` job defined in o/release for 4.18, 4.19, 4.20, and the main should be updated to have optional: false.

Done when:

• The OCL e2e test suite (e2e-gcp-op-ocl) in the MCO repo is a blocking job for 4.18+

Requires:

• The work for this ticket should be merged after we are confident in the stability of the OCL tests.
