With OCL GA'ing soon, we'll need a blocking path within our e2e test suite that must pass before a PR can be merged. Once the OCL e2e tests are stable, this task can be completed:

• Update e2e-gcp-op-ocl job for 4.19 in openshift/releases repo to have optional: false 

If it is desired to have the OCL tests blocking for 4.18, the following updates are also needed:

• Backport ocl-e2e test split and relavent bug fixes to 4.18 in MCO repo
• Add blocking e2e-gcp-op-ocl job for 4.18 in openshift/releases repo
