Bump CRD from v1beta1 to v1

    Description

      Currently we are using apiextensions.k8s.io/v1beta1 for the kind CustomResourceDefinition in our CRD's.

       v1beta1 is already deprecated in OCP and will be removed soon.

       

      We should be good to update to v1 as long as we only have to support OCP 4.6+.

       

      This issue is about the CRD's found in maistra/api (which are in turn copied to maistra/istio). There's probably other work to do in operator repo, likely as part of MAISTRA-2331.

       

      The CRDs in the 2.0, 1.1 branches of maistra/istio will also need to be modified, and these changes cannot go in until we release 2.1.
