We should leverage automator on a prow job to open a PR in maistra/istio whenever maistra/api changes, copying the CRD files and bumping the dependency on maistra/api in go.mod & vendor dir.

This should respect the origin branch, i.e., changes in maistra/api branch "maistra-2.1" should open a PR against branch "maistra-2.1" in maistra/istio.
