Without this check, I think it's possible for a user to create an SMM resource in a project that was directly added to SMMR by a mesh admin, then delete the SMM resource, which would remove the project from the mesh. If the mesh admin added a project to SMMR, only the mesh admin should be allowed to remove it.

(I'm not sure if a corollary exists, i.e. where a user creates SMM, but the admin removes it from SMMR. I suspect the admin could do whatever they want, which in this case should imply deleting the associated SMM resource.)
