Summary

We should implement this feature in our fork, rather than continuing to wait for upstream to merge their PR.    

Modify the AWS cloudwatch sink to allow configuration of the AWS log group, and modify the collector API to allow specifying group class, so that administrators may choose the class of log storage for their cloudwatch logs.

Acceptance Criteria

• log group class is able to be configured in the CLF
• validation fails for invalid values
• log group class is set at cloudwatch when new group is created
• empty or missing uses default group class

Notes

The aws_cloudwatch_logs sink also needs an update in order to support the storage tier configuration for the log groups. (sub or related task to come)
