Summary

Modify the operator to remove any validations and restrictions to using OTEL and the OTLP endpoint without the enablement of a feature gate and update any relevant documentation.

Acceptance Criteria

• Verify a feature gate is not required to forward logs to an OTLP endpoint
• Verify a feature gate is not required to forward logs to LokiStack configured with OTEL datamodel
• Verify the CLF status has no conditions for tech-preview and OTLP
• Verify the operator upgrades forwarder deployments without error that are configured with the tech-preview annotation
• Verify upstream documentation identifies OTEL as GA
• Verify the API comments do not include tech-preview references for OTLP or LokiStack outputs
• Verify the upstream datamodel documentation is updated to identify the logging data model as GA as of logging v6.5 (Need a separate task to do upon release?)

Notes

• These task should not make any changes to "default" datamodel used for LokiStack; OTEL datamodel remains an opt-in feature.
