Summary

Remove the annotation and validation that restricts usage of OTLP sink or data model to tech-preview.

Acceptance Criteria

Verify upstream documentation no longer identifies this feature as TP
Verify the forwarder is deployed when configured to use the OTLP output without the tech-preview annotation
Verify the CLF status has no conditions for tech-preview and OTLP
Verify the operator upgrades without error forwarder deployments configured with the tech-preview annotation
Verify the API comments do not include tech-preview references for OTLP or LokiStack outputs
