Context

With this spike the goal is to better understand what it would take to provide a tenant mode for Loki Operator that is headless (without deploying the lokistack-gateway). This tenancy mode would then be used by things like RHOBS.next & MCOA

Acceptance Criteria

• Document accepted by the members of the team as the strategy to move forward;
• Once the document has been accepted open a set of Jira issues that define the path we should follow to provide the headless tenant.
