Provision the release engineering workspace for cluster logging (obs-logging?) and establish the matching internal konflux namespace

Acceptance Criteria

• Verify there is an 'obs-logging' workspace in konflux-release-data for cluster logging
• Verify there is an 'obs-logging' project namespace in rhtap-releng konflux instance
• Verify the cluster-logging-operator and loki-operator pass stage release with no conformance violations
• Verify the operators bundles successfully deploy the operator
• Verify the operator successfully deploys its operands
