Context
In [1] we reached a decision [2] to deploy MCOA with MCO. We decided on this course of action as it was the option that better alined with the future plans that the MCO team has for MCO.

Acceptance Criteria
- As a user of ACM, I can enable the logging signal setting "a field" in the MultiClusterObservability CR
- As a user of ACM, I will not have to install CRDs manually (open discussion)
- As a user of ACM, I will be able to configure the Logging version either on the MultiClusterObservability CR or using the AddonDeploymentConfig resource
- Define maintainer procedures for MCOA manifests living in the MCO repo
- Define QE efforts around MCOA
Developer Notes
- We do not want to use the already built in structs in MultiClusterObservability CR we want to experiment with a new API
