      Description of problem:

      To avoid to the upgrade issue as Loki bundle on OCP 4.16. We should update the CLO maxOpenShiftVersion to 4.17. https://github.com/openshift/cluster-logging-operator/blob/master/bundle/metadata/properties.yaml

          Cluster upgrade from 4.15.0-0.nightly-2024-03-12-010512 to 4.16.0-0.nightly-2024-03-13-061822    

      Actual results:

openshift-operators-redhat/loki-operator.v5.9.0 is incompatible with OpenShift minor versions greater than 4.15,
openshift-operators-redhat/elasticsearch-operator.v5.8.5 is incompatible with OpenShift minor versions greater than 4.15
