bump olm.maxOpenShiftVersion to 4.16

    • Before this update, the Loki and Elasticsearch bundle included the wrong value for maxOpenShiftVersion caused IncompatibleOperatorsInstalled alerts. With this update, the bundle includes 4.16 as the maxOpenShiftVersion property resolves the issue.

      Steps to Reproduce:

      oc adm upgrade on Openshift-4.15 server.

      Actual results:

      oc adm upgrade
      Cluster version is 4.15.3Upgradeable=False  Reason: IncompatibleOperatorsInstalled
        Message: Cluster operator operator-lifecycle-manager should not be upgraded between minor versions: ClusterServiceVersions blocking cluster upgrade: openshift-operators-redhat/loki-operator.v5.8.4 is incompatible with OpenShift minor versions greater than 4.15,openshift-operators-redhat/elasticsearch-operator.v5.8.4 is incompatible with OpenShift minor versions greater than 4.15Upstream is unset, so the cluster will use an appropriate default.
