Before this change logs could not be forwarded to Elasticsearch 8 using fluentd because of a configuration setting. This changes modifies that setting to check the Elasticsearch cluster version so the collector can forward logs

Acceptance Criteria
- Verify logs can be shipped to Elasticsearch 8.x using fluentd
- Verify logs can be shipped to Elasticsearch 7.x without regression using fluentd
- Verify logs can be shipped to our managed Elasticsearch 6.x without regression using fluentd
