Operator: Allow to change the image-builder when building the operator

operator-sdk supports docker and other image builder like podman or buildah.
In order to activate the latter ones, we need to add the '--image-builder={}' option.

Idea here is to add parameter to the Makefile to add this option.
This is needed for the Kogito pipeline to run on AWS.
