[KSW-Operator] Mount an external configuration file in the workflow dev profile

    Description

      To make it easier for developers to configure their application, we should expose a ConfigMap with the application.properties mounted within the container in $PWD/config/application.properties.

      The reconciliation algorithm should not overwrite the contents of this CM, but only guarantee that it's there.
