GHA/Jenkins examples checks: Fine tune the launch of the checks depending on modified paths

    Description

      For example, it may make no sense to launch the kogito-quarkus-examples check if only the https://github.com/kiegroup/kogito-runtimes/tree/main/kogito-serverless-workflow part has been modified

      It could be also an option to delay the other jobs if possible like run kogito-examples and others only if main PR CI for kogito-runtimes is green.

      Or have a simple compile/formatting check and launch the rest if that one is green.
